Bring a large pot of salted water to a boil. Cook pasta until al dente. Reserve ½ cup pasta water, then drain.
Heat olive oil in a large skillet over medium heat. Add beef and cook until browned. Season lightly and drain excess fat.
Add onion to the skillet and sauté until soft. Stir in garlic and cook for 30 seconds.
Lower heat and pour in heavy cream. Stir gently, scraping the pan.
Add paprika, Italian seasoning, black pepper, and Parmesan. Stir until smooth.
Add cooked pasta and beef. Toss until coated, adding pasta water if needed.
Simmer 2–3 minutes. Remove from heat and rest briefly before serving.
