Season steak cubes with salt, pepper, and paprika; set aside at room temperature.
Heat 1 tablespoon olive oil in a large skillet over medium-high heat. Add potatoes and cook until golden and fork-tender, 10–12 minutes. Remove and set aside.
Add remaining olive oil and 1 tablespoon butter to the skillet. Sear steak bites in a single layer until browned, 2–3 minutes per side. Remove and set aside.
Lower heat to medium. Add remaining butter and garlic; cook 30 seconds until fragrant.
Return steak and potatoes to the skillet, add herbs, and toss to coat in garlic butter.
Garnish with parsley and serve immediately.
