Add diced onion and garlic; cook until softened and fragrant.
Stir in potatoes, beans, and corn.
Pour in broth and add paprika, chili powder, salt, and black pepper. Stir well.
Bring to a gentle boil, then reduce heat and simmer for 20–25 minutes, or until potatoes are fork-tender.
Lower heat and stir in heavy cream. Simmer gently for 3–5 minutes.
Taste and adjust seasoning. Serve hot with desired toppings.
